Standoff ends peacefully

On July 6, 2013 the Rainy River District Detachment of the Ontario Provincial Police (OPP) responded to a disturbance at a residence located at the 1000 block of First Street in Fort Frances, ON. When the officers arrived at the scene, they were met by individuals outside the residence who had been involved in a dispute. A male subject refused to comply with police direction and returned to the residence and discharged a firearm a short time later. Police moved to safety and contained the surrounding area. Residents within a perimeter were directed to leave their homes to ensure the safety of everyone until the incident came to a conclusion.
A number of specialty units were summonsed to assist the local detachment members with this investigation including Crisis Negotiators. “During this incident, as a part of the emergency response, the Crisis Negotiators assisted in the peaceful surrender of this individual with the utmost regard for the safety of all involved” says Constable Anne McCoy, Media Relations Officer. “These specially trained officers have expertise to resolve conflict through verbal/non-verbal communications”.
As a result of this response, the barricaded male exited the residence and was arrested. He remains in custody and will appear in Fort Frances Court this morning. Evacuated residents were advised they could return to their homes when the incident concluded.
Bobby Joe WILSON, age 33 of Fort Frances, ON has been charged with the following criminal offences:
-Use of a Firearm in the Commission of an Offence s. 85(1)a CC
-Careless Use of a Firearm s. 86(1) CC
-Discharge of a Firearm with Intent to Endanger Life s. 244(b) CC
He has been remanded into custody with his next court appearance set for July 12, 2013.
